Metropolitan cities: economic and territorial strategies, financial constraints and circular regeneration

The project had two main objectives: 1) to interpret the main criticalities and constraints that Metropolitan Cities in Italy face at different scales and on different dimensions (economic, environmental and settlement-related); 2) to identify the different possible responses in terms of strategies and action tools on the individual dimensions and the different territorial levels, in order to define a new urban policy paradigm. This new paradigm is based on several concepts: a. self-organisation of cities and local communities based on identity, sociability and sense of belonging, p/p collaboration, participation and strategic planning; b. fiscal federalism and subsidiarity; c. resource efficiency of infrastructures and also of durable consumer goods (sharing economy); d. circular economy (from recycling, to energy retrofitting of buildings, to solidarity-based reuse of goods).
DABC role
1. Economic analysis of the Delrio Law (which created the Metropolitan City Body) with regard to both the correct identification of metropolitan areas capable of playing a role of supremacy within the Italian urban hierarchy and of driving the entire Italian urban system.
2. Discussion of the consistency of the identification criteria of the Law’s implementing decrees.
3. Creation of a rich database of real estate transactions concentrated in the main Italian metropolitan areas for productive and commercial activities.
