Menoni Scira

Full Professor

A full professor of Urban and Environmental Planning and Design at the Polytechnic University of Milan, she served as a Seconded National Expert to DG Research and Innovation as part of the European Commission's Scientific Advice Mechanism for two years, from October 2021 to October 2023. She specializes in planning as a tool for mitigation, prevention, and preparedness for natural and technological risks, as well as for adaptation to climate change. In this field, she has coordinated projects funded by the European Commission and DG ECHO. She has worked with several Italian and European administrations on the preparation of emergency plans and advanced tools for post-event damage assessment. She has collaborated with various organizations, such as the European Commission's Joint Research Centre (JRC), the OECD, and the United Nations, on prevention and post-event recovery and the vulnerability of critical infrastructure.

Career

Master in Architecture, urban planning track, 1989.

PhD in Territorial and Environmental Planning at Politecnico di Milano, 1995.

Research

Specialized in urban and spatial planning as a non structural mitigation measures to prevent, prepare for and recover from natural and technological disasters and to adapt to climate change impacts.

Grants, awards and Honours

Fulbright Scholar, 1994-1995 visting the University of Massacusetts at Ahmerst.

Masuda Scholarship, 1998 at the Kobe University in Japan.

Current grant: Ahead funded under KAPP, EC DG ECHO.

Community Service

Currently member of the representatives to the Italian Society of Urban Planners;

Seconded National Expert to the European Commission, RTD, 2021-2023;

Coordinator of the advisory committee for the Emergency Plan of the Province of Milan 2000-2002;

Coordination Committee on Critical Infrastructures of the Regione Lombardia 2016-2019.
